You also have to realize that for larger companies, multiple products lines do not intersect.  Therefor it is conceivable to have a business benefits and technical paper for each product or service and there would be no overlap.  

I think where folks get carried away is when they write slightly different white papers for the same general topic.  They are far better off writing a single, strong white paper and market the heck out of it.</description>
